What do the WOG population think about the idea? Our own private island with our own laws.

would be awesome. only problem i see, everyones in one place. no back-up. anyone could attempt a raid, or nuke from orbit.
My vote is for a city-ship. build a floating island, keep it constantly moving. Kinda like snowcrash except organised and advanced. with turrets and early warning radar and underwater sonar jamming. Fuck yeah!

The idea of a constantly moving "island" would be best in my opinion. If done right, it could make it a bit on the difficult side for any one entity to keep track of the exact location of the "island".
However, unless we find a super rich Wog who's up for the idea, it won't happen. Costs too much to get it right.

Yeah I can see the benefits with a moving "island" but a stationary one is much cheeper.
If I got to choose, I would go for the moving one of course but the problem is money like always.

How about buying up one of the nearly dead Mississippi Gambling Cruisers? ;-)
Now that should be not too expensive to retrofit?

Now that should be not too expensive to retrofit?
riverboat + open sea = disaster waiting to happen. the sides of the boat are too low and the center of gravity is too high, the choppy waters and one storm would flip that thing like a pancake.

@cyburnetiks: *ahem* What would happen if you modified one? How about all the low cost ferries that are floating around? Up here in Washington state you can get any one of many for a song, including the ones from Washington State Ferry system that are ebay right now.
Now I was speaking of a Missisppippi River Delta Cruiser. Your probably correct, they a very low center of gravity because their river cruisers. Do you think Wogs could modify them and make them sea worthy? How about an old Tug?
Gosh there has to be a 1,000 options out there. How about an old, decommissioned Navy vessel that just needs a little work?

Maybe a ferry, maybe a tug, preferrably a navy vessel. Ones that are built for the seas. Reconstructing a riverboat to be seaworthy would be expensive, and in the end you would probably have very little left of the original boat. Most ocean boats are made with very high sides and sit low in the water. riverboats are made for shallower water and therefore usually are flat bottomed and sit basically on top of the water. reconstructing a riverboat would mean completely replacing the 'boat' part and would really be a waste of time and money. Not that i'm saying we can't get a boat and do it, just saying that all these riverboats are a bad idea, even if they are relatively cheap.
