I was trying to come up with a way to fund the construction of the wog resort, and I thought of one that could work, but would rely on people's good will: playing the lottery.
There are about 500 people registered on the forums. If we all sent in a few bucks for buying different tickets for a national lottery like Canada's 6/49, then we would greatly increase our chances of getting something. You wouldn't necessarily even have to win the jackpot; just winning third place would result in a fair amount of money. Some lotteries even have subscription plans so you can buy all of your tickets at once.
I think this is a good idea because it works with a system that can be, in a way, "figured out," and what we would put in might be a lot but the odds would work in our favor, especially if someone worked out the numbers so we could spend the least money but have the best chance at winning at least the 4/6 numbers prize. Or someone could invest in the stock market, but I think I like the sound of a desperate gamble better.

Also, as far as the resort itself, I think that purchasing an island might be a better idea than buying a boat or staying on the mainland. The forums are talking a lot about boats and floating islands but I think those will be too hard to keep together and pilot. An island is more susceptible to attack than a boat, but less so than a mainland since you have to approach by air or sea. It would also be easier to run than a boat, and in any case, you can build underground shelters against bombs, but you can't really do the same on a ship.
Islands are also widely available; Sean mentioned Asian areas specifically, and there are a lot of islands for sale there.

You can pick up a decent sized one for a few million dollars, and then use some of the natural resources there to build shelters. Something the size of 50 or so acres would probably be more than enough. You could hire locals, as he said, and take them over to the island to help with building and things like that.
I think as far as training goes, the best thing would be to take on volunteers to teach people what they know and allow them to stay there for free as long as they're teaching. For others, charging a nominal fee for a certain amount of time/particular course would be fair, especially since all of that money would go into upkeep, food, and related things.
